I. Policy Statement
Solicitation or distribution of information by outside groups on College property shall only be permitted according to the procedures set forth below. In cases where solicitation or distribution or information by outside groups has been authorized, such authorization will be revoked where any activities or conduct by outside groups results in the disruption or interference with College, administrative, educational or operational activities. The College will not under any circumstances provide any access to outside groups who fail to follow the procedures set forth below.
II. Reason for Policy
To ensure that any solicitation or distribution of information on College property by an outside group does not interfere with the College’s commitment and mission to provide quality higher education and related services to its students.
III. Applicability of the Policy
This policy applies to any person or group who wishes to solicit or post material on College property.

VI. Procedures
1. Solicitation
- Any individual or group wishing to solicit on College property must complete a Solicitation Request Form which can be obtained from Student Engagement. All of the following information must be provided on that form:
- Name, address, and phone;
- Individual, group, agency that s/he is representing;
- Purpose of the requested solicitation (e.g., products, recruiting members, public awareness, etc.); and
- Date and time s/he wishes access to College property.
- The Director, Student Leadership and Engagement; Director, Career & Transfer Services; and the Director, Campus Safety and Security will review all solicitation requests. Once approved by the Director, Student Leadership and Engagement or Director, Career & Transfer Services, it will be forwarded to the Dean of Students for final approval. If approved, the individual or group will be given a letter authorizing the specific date, time and place that the College will permit the requested solicitation to take place. No solicitation may take place at any other day, time or place. Because College sponsored events take precedence over solicitation by outside groups, the College reserves the right to reschedule or cancel the authorization at any time. A copy of the authorization will be sent to Campus Safety and Security.
- Any outside groups requesting permission to market products or services to Onondaga Community College personnel or students will be required to sign and adhere to all of the requirements of the Onondaga Community College Vendor Agreement.
2. Distribution
- The circulation of any leaflets, flyers or other mass distribution of material by individuals or outside groups on College grounds is prohibited. However, such persons may request that non-College related material, announcements and/or advertisements be posted on public bulletin boards by completing a Request to Post Form. A copy of the material to be posted and all of the following information must be provided:
- Name, address, and phone;
- Individual, group, agency that s/he is representing;
- Purpose of the requested posting (e.g., products, recruiting members, public awareness, etc.); and
- Date and time s/he wishes the material to be posted.
- The Director, Student Leadership and Engagement or Director, Career & Transfer Services, will review all posting requests. If approved, the individual or group will have their flyers, posters, etc., stamped with an end date for the flyer/poster to be taken down (no more than 14 days).
- Consistent with the Onondaga Community College Proper Placement of Postings Policy F7, postings are not allowed to be placed on windows, doors, display cases, stair rails, walls in public corridors or other surfaces. Postings by outside groups are only permitted on public bulletin boards.
3. Violation of this Policy
When an individual violates the procedures of this policy, he/she will be asked to leave College property. If the individual agrees to leave College property then the individual will be escorted off College property by Campus Safety and Security. If the individual refuses to leave College property, the individual will be instructed that if the individual chooses not to leave then the individual will be subject to arrest for Trespass in violation of New York State Penal Law section 140.05. The College will also declare the individual “persona non grata” from College owned, operated, and controlled property.
- Harassment of members of the College Community
The College will not tolerate harassment of members of the College community by those persons or groups soliciting with permission on campus. Individuals who engage in harassing behavior will have their permission to be on campus immediately revoked. - Individuals who are granted permission who perform solicitation outside of the permissible time and places. Additionally, individuals who are granted permission by the College but choose to perform their solicitation outside of the hours or locations granted by the College will have their permission immediately revoked by the College and they will be asked to leave College property. If they refuse to leave College property they will be deemed to be in violation of this policy.
