D14: Public Access Defibrillation and AED Use

I. Policy Statement  

Onondaga Community College maintains a Public Access Defibrillation (PAD) Program that governs Automated External Defibrillator (AED) maintenance and use and provides trained and authorized campus personnel to implement this policy in the event of a health emergency requiring AED use. This program is operated pursuant to NYS Public Health Law, Article 30, Section 3000-b. AEDs are available at designated locations across campus. In addition, mobile AED units are available at Campus Safety and Security and with the athletics trainers. Further, consistent with NYS Public Health Law governing the operation of children’s camps, all camp programs occurring on the property of or under the direction of Onondaga Community College or its affiliated organizations maintain trained, authorized campus personnel on site.

II. Reason for Policy  

The safety and well-being of students, visitors and employees is important to Onondaga Community College. Accordingly, the College provides AED’s and trained personnel to help save lives on campus in the event of a health emergency requiring AED use.  

III. Applicability of the Policy  

All members of the campus community should be familiar with this policy. Human Resources monitors and coordinates training of campus personnel authorized to use the equipment, including members of Campus Safety and Security, Athletics Trainers, and other approved campus personnel who volunteer to complete required training and to act in the event of a health emergency requiring AED use.

AED  

Automated External Defibrillator (AED): is a computerized medical device which can both check a person’s heart rhythm and, in cases where there is no heart rhythm, deliver an appropriate electrical impulse designed to restart the heart.

PAD  

Public Access Defibrillation (PAD) Program: is an Automated External Defibrillator program operated pursuant to a collaborative agreement with an emergency health care provider consistent with NYS law and regulations.

 

VI. Procedures  

  1. PAD Program coordination occurs under the supervision of Human Resources with support from Facilities, Campus Safety and Security, and Athletics.
  2. Locations of fixed AEDs are documented on site and maintained with local emergency medical services agencies.
  3. AED equipment is inspected monthly and preventative maintenance occurs on a regular schedule.
  4. Training of campus personnel authorized to use AED equipment occurs consistent with the protocols of the American Heart Association. Compliance with and coordination of training is monitored by Human Resources.
  5. In the event that an AED is used, the incident is documented by Campus Safety and Security and submitted within 48 hours to the Emergency Health Care Provider who, in turn, provides documentation of the incident to the Central New York Regional Emergency Medical Services Council Quality Assurance Program.
  6. The PAD program is regularly reviewed to foster continued effectiveness.
